There is nothing in the BCA (Building Code of Australia) which states that the energy efficiency checklist or and glazing calculator must be carried out by an ABSA accredited assessor.  So yes, theoretically you are permitted to complete your own energy efficiency assessment.  However you must demonstrate to the satisfaction of your council building department that you fully understand all of the parts of the BCA (Building Code of Australia) energy efficiency provisions.  If there are any mistakes in your energy efficiency assessment you will receive a very polite rejection letter back from your council!

It is for that reason that most councils require that your energy efficiency assessment and glazing calculator are completed by an accredited ABSA assessor or other building professional with relevant knowledge and experience to complete it correctly.  In the long run it will help to ensure that your building application is approved as quickly as possible.
