All new homes and home additions will require an energy efficiency assessment for council approval. 

If you are building a new home or home addition, yes you will require an energy efficiency assessment for council approval. 

In most cases you will not require an energy efficiency assessment for a garage, store room, carport, pergola, patio or any area which is not considered a "habitable room" according to the Building Code of Australia.
